Remembering Dr. Rolf Wegenke: A Champion of Wisconsin Higher Education

Dr. Rolf Wegenke served as WAICU President and CEO for more than thirty years. He passed away on November 15, 2025. We remember him for his leadership, vision, and advocacy on behalf of thousands of Wisconsin students.

Dr. Rolf Wegenke, who led the Wisconsin Association of Independent Colleges and Universities (WAICU) for more than three decades, passed away on November 15, 2025.

As WAICU president and CEO, Dr. Wegenke transformed the organization into a national model for collaboration and cost-efficiency. Under his leadership, WAICU launched more than forty-five cost-saving programs, resulting in more than $231 million in savings for member institutions. He also oversaw the distribution of more than $700 million dollars in Wisconsin Grants through student awards, expanding access to higher education for countless families.

“As we mourn his passing, we are grateful for Rolf’s leadership, vision, and advocacy, which shaped opportunities for hundreds of thousands of students in Wisconsin and beyond,” said current WAICU President and CEO Dr. Eric W. Fulcomer. “Dr. Wegenke’s career was defined by a deep commitment to education and public service.”

Before joining WAICU in 1992, Dr. Wegenke spent nearly seventeen years in economic development roles under five Wisconsin governors, Democratic and Republican alike, demonstrating his bipartisan dedication to the state’s progress.

His ability to work across administrations laid the foundation for his later success in uniting independent colleges and universities under a shared mission of access, affordability, and excellence.

Beyond his professional achievements, Dr. Wegenke was known for his humility, warmth, and unwavering belief in the power of collaboration. He credited his success to the entrepreneurial spirit of WAICU’s member presidents and the dedication of his staff. “People have been good to me,” he said upon retirement. “There are more opportunities for students by working together. Keep thanking each other and recognizing people who are making a difference.”

His legacy lives on in the institutions he strengthened, the students he empowered, and the colleagues he inspired.
